From the perspective of adapting to the changes in the main contradictions of our society and to the staged characteristics of my country's agricultural and rural development, China's agriculture is in urgent need of a "quality revolution". Changing the mode of agricultural development, shifting from quantity-oriented to quality-oriented, and comprehensively implementing the strategy of developing agriculture through quality is the only way to meet the needs of the times. To promote the "quality revolution" in agriculture, we must adhere to the basic strategy of promoting agriculture through quality, and achieve a balance between supply and demand of my country's agricultural products in terms of quality and quantity through deepening the supply-side structural reform. In terms of reality, quality agriculture is facing many obstacles and contradictions, and it is urgent to break through in four important areas.

    1. Build a quality-oriented policy system.

Since the founding of the People’s Republic of China, due to the large population and small land and national food security considerations, my country has established a policy system that mainly pursues the increase in the quantity of agricultural products. After decades of development, our country has completely bid farewell to the “shortage” of the quantity of agricultural products. era. The output-oriented policy system has played an important role in promoting agricultural growth and ensuring national food security. However, in the face of the current situation where urban and rural residents have more demand for diversified, high-quality, and safe agricultural products, and have greater demand for functional agriculture such as leisure, vacation, and health care, such a system has shown itself.     Second, build a reasonable division of labor system.

For a long time, the problem of excessive administrative promotion has existed to varying degrees in the process of agricultural development in our country, which must be avoided in the current process of promoting quality agriculture. The key is to build a more efficient work system based on a reasonable definition of government functions. On the one hand, governments and agricultural departments at all levels must do a good job in "planning, standards, supervision, and traceability", keep the bottom line of agricultural product supply safety, make differentiated agricultural functional zoning and industrial planning, and guide production factors and market players to move forward. The production areas of high-quality agricultural products are concentrated. It is necessary to strictly standardize production, improve the quality and food safety standard system of agricultural products, strictly produce technical specifications, incorporate standardization into the legal system, and ensure that agricultural production has standards to follow. It is necessary to strengthen the supervision of the quality of agricultural products and inputs, and always maintain the high pressure of agricultural product quality supervision, and agricultural production must be produced in accordance with the standards.

    Third, build an assessment system for green development.

For a long time, the performance appraisal system that pursues output has brought about a rapid increase in the output of agricultural products. It is necessary to establish a green development evaluation system, transform the government’s performance evaluation method from total evaluation to quality, green, economical, and efficient evaluation, build a long-term evaluation method that is compatible with the inherent characteristics and implementation requirements of quality agriculture, and improve the environment. Friendliness, resource conservation, quality and safety, green development, circular economy, quality and efficiency improvement, etc. are included in the index assessment system.

    Fourth, build a fair and authoritative evaluation system.

Due to the asymmetry of information and the lack of evaluation system, the current supply of agricultural products and market consumption are full of various contradictions. It is difficult for consumers to accurately confirm whether agricultural products are green and organic. It is often difficult for genuine agricultural products of good quality to obtain market recognition. . Therefore, to promote quality agriculture, a fair and authoritative evaluation system must be established, and necessary and effective market incentives are given to producers of high-quality agricultural products.
