The First National Congress of the Communist Party of China was held in Shanghai from July 23 to 31, 1921, and the conference was transferred to a cruise ship on the Nanhu Lake in Jiaxing, Zhejiang on the last day. The congress determined the name of the party as "the Communist Party of China", adopted the first program of the Communist Party of China, and elected the first central organ of the party.

After the establishment of the Communist Party of China on July 23, 1921, under the brutal rule of the reactionary warlord government, it could only be kept in a state of secrecy, and there was no environment for public activities. During the period of the Great Revolution, the party was busy with the cooperation between the Kuomintang and the Communist Party, carried out the workers' and peasants' movement and supported the Northern Expedition, and had no conditions to commemorate the birth of the party. It was proposed by Comrade Mao Zedong in May 1938 that July 1 is the birthday of the Communist Party of China. At that time, Mao Zedong pointed out in the article "On Protracted War": "July 1st this year is the 17th anniversary of the founding of the Communist Party of China." This is the first time that the leading comrades of the Central Committee have clearly stated that "July 1" is the anniversary of the birth of the party.
