Your "Suggestions on Accelerating the Development of Facility Agriculture and Ensuring Food Security and Vegetable Basket Safety" have been received. After consulting the Ministry of Finance and the Ministry of Natural Resources, the reply is as follows:

The development of facility agriculture is an effective measure to ensure national food security and the supply of "vegetable basket" products. Our ministry attaches great importance to it and, together with relevant departments, takes effective measures to promote the healthy and orderly development of facility agriculture.

I. Understanding of the important role and significance of further improving and accelerating the development of facility agriculture

One is to strengthen planning guidance. Our Ministry, together with relevant departments, has successively formulated and issued the "Opinions on Promoting the Development of Facility Agriculture", "The Twelfth Five-Year Plan for the Development of National Facility Agriculture", "National Development Plan for Key Areas of Facility Vegetables (2015-2020)", "On Accelerating the Development of Animal Husbandry" Opinions on the Development of Mechanization, Opinions on Accelerating the Development of Mechanization of Facility Planting, and the "14th Five-Year" National Planting Industry Development Plan" and other planning and guiding opinions, clarify the development direction, goals and tasks of facility agriculture, and guide localities to expand the field of facility agriculture production , dig deep into the production potential of facility agriculture, and improve the scale, quality and efficiency of facility agriculture development. The second is to increase conference deployment and training efforts. 2. Regarding the planned and substantial increase in the index of facility agricultural land

In 2019, the Ministry of Natural Resources and the Ministry of Agriculture and Rural Affairs issued the "Notice on Issues Concerning the Management of Facility Agricultural Land". The Circular of the People's Republic of China, which clearly stipulates the land for facility agriculture and the land for the integrated development of the primary, secondary and tertiary industries in rural areas, provides a policy guarantee for the development of facility agriculture.

According to the relevant regulations on land management, the facility agricultural land adopts a filing system, and there is no need to go through the approval procedures for the conversion of agricultural land, and there is no land use index management. At present, the Ministry of Natural Resources is taking the lead in organizing the preparation of the National Land and Spatial Planning Outline (2021-2035), which guides localities to tap their own resource and environmental endowments, and on the basis of satisfying the amount of arable land and delineating the red line for arable land protection in full, for development Reserve space for facility agriculture to improve the supply capacity of regional agricultural products. At the same time, our ministry will, in conjunction with the third national soil census, find out the status and potential of saline-alkali land, actively seek funds to strengthen saline-alkali farmland management, and expand space for the development of facility agriculture.

3. On increasing financial support and establishing a diversified investment mechanism

In recent years, the central government has continuously increased its support for the development of facility agriculture. One is to strengthen financial support. Through the development of agricultural production funds, the central government supports local governments to coordinate and support the development of agricultural production such as facility agriculture, optimize the industrial structure, promote industrial integration, and improve agricultural efficiency. At the same time, actively play the guiding role of the subsidy policy for the purchase and application of agricultural machinery, and include facilities and equipment such as greenhouse facilities, sprinkler irrigation machinery and equipment, livestock and poultry aquaculture equipment involved in facility agriculture into the scope of subsidies. 4. About improving the technological innovation capability of facility agriculture

Our ministry, together with relevant departments, strengthens the drive for innovation, and strives to improve the technological level of facility agricultural production. One is to strengthen the construction of industrial technology system. In 2019, "smart agricultural machinery" post scientists will be added to the modern agricultural industry technology system. In 2021, a smart agriculture generic technology innovation team will be established to develop and promote the facility's high-quality raw fruit and vegetable ecological substrate soilless culture and stable production technology, facility fruit and vegetable straw mechanical in-situ restoration It has made many breakthroughs in key facilities, equipment and technologies for the production of solar greenhouses and plastic greenhouses that integrate "agronomy-agricultural machinery-facilities". The third is to strengthen the research and development of agricultural machinery and equipment. In the "13th Five-Year" national key research and development plan "Intelligent Agricultural Machinery Equipment" special project, set up greenhouse, facility livestock and poultry breeding, facility aquaculture intelligent fine production technology and equipment research and development projects, and promote the "14th Five-Year" national key research and development plan. In the next step, our Ministry will continue to increase support for the construction of facility agriculture technology innovation conditions and capabilities together with relevant departments, and provide technological support for promoting the high-quality development of facility agriculture. Strengthen the supply of scientific and technological innovation promotion equipment, speed up the research and development of suitable facilities for planting and breeding equipment, accelerate the construction of standardized facilities and greenhouses, and continuously improve the support capacity of scientific and technological innovation.

V. About the pilot project of facility agriculture

First, give full play to the role of the engine of modern agricultural industrial parks. The Ministry of Finance, together with the Ministry of Finance, has arranged a total of 17.08 billion yuan in central financial incentives and subsidies to support the creation of 250 modern agricultural industrial parks. The "Measures for Monitoring and Evaluation of National Modern Agricultural Industrial Parks" were issued to promote the work of industrial parks from the main responsibility of agricultural and rural departments to the main responsibility of local party committees and governments, to guide provinces to increase capital integration, and to promote the implementation of land use policies for rural industrial development. 6. On deepening the reform of "decentralization, regulation and service" related to facility agriculture

In 2019, the Ministry of Natural Resources and the Ministry of Agriculture and Rural Affairs issued the "Notice on Issues Concerning the Management of Facility Agricultural Land", which clarified that facility agricultural land does not need to go through the approval procedures for the conversion of agricultural land, and rural collective economic organizations or operators shall file with the township government, and the township The government regularly summarizes the situation and submits it to the county-level natural resources authority. This regulation greatly simplifies land use procedures, reduces land use costs, and improves land use efficiency. At the same time, in order to resolutely curb the "non-agriculturalization" of cultivated land, prevent the "non-grainization" of cultivated land, and implement the strictest cultivated land protection system, the "Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, and the State Forestry and Grassland Administration on Issues Concerning Strict Control of the Use of Cultivated Land" The Circular clarifies that the use of general arable land for the construction of agricultural facilities such as new livestock and poultry breeding facilities, aquaculture facilities, and planting facilities that destroy the ploughing layer is strictly controlled.
