Multiple government departments issued a series of documents to increase investment in agricultural and rural infrastructure

Recently, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs and other departments issued a series of documents, making plans to expand the current investment in agricultural and rural infrastructure construction, and play a role in expanding effective investment and stabilizing the economic market.

Among them, the Ministry of Water Resources, together with the Ministry of Ecology and Environment, the National Administration for Disease Control and Prevention, and the National Rural Revitalization Administration recently issued the Guiding Opinions on Special Actions to Improve Rural Water Supply Quality (hereinafter referred to as the Opinions). The Ministry of Water Resources and ten other departments issued the Special Promotion Plan for Strengthening Rural Flood Control and Drought Relief and Water Supply Security (hereinafter referred to as the Promotion Plan). The Ministry of Agriculture and Rural Affairs and eight other departments issued the Work Program on Expanding Current Investment in Agricultural and Rural Infrastructure Construction (the Work Program for short).

Through combing, it is found that the three documents have made deployment for the construction of water conservancy infrastructure. It is expected that the rural water conservancy construction will press the "fast forward button" in the fourth quarter.

According to the work Plan, from now to the end of the year, we will focus on the weak links in agricultural and rural infrastructure, and focus on the construction of large and medium-sized irrigated areas and small irrigation and water conservancy facilities, so as to ensure that work starts as soon as possible and results as soon as possible.

The construction and reconstruction projects of large and medium-sized irrigation areas are extensive and the industrial chain is long, which can not be underestimated in promoting the economy. According to the data of the Ministry of Water Resources, the effective irrigated area of farmland in China accounts for 54% of the country's cultivated land, producing more than 75% of the country's total grain and more than 90% of the cash crops. Especially in large and medium-sized irrigated areas, drought irrigation can be performed and waterlogging can be discharged, thus ensuring stable grain yield to the greatest extent. At the same time, most projects in irrigated areas are distributed in fields, allowing rural residents to find jobs at their doorsteps.

According to the work Plan, this year's flood and drought disasters have exposed prominent weaknesses in irrigated areas and other water conservancy facilities, which need to be repaired more quickly. According to the deployment, a number of projects to shore up weak spots for farmland water conservancy facilities will start ahead of schedule this winter.

According to the Plan, by 2025, China's capacity to prevent floods and droughts in rural areas will be significantly improved, the level of water supply in rural areas will be further improved, and the availability of tap water in rural areas will reach 88 percent, and large-scale water supply projects will cover 60 percent of the rural population.

The guidelines set out a special campaign to improve water quality in rural areas. Local governments are required to raise funds through multiple channels, adopt measures to replace water sources, protect water sources, extend pipe network coverage, improve purification and disinfection facilities, strengthen water quality testing, monitoring, and project management and protection in light of local conditions, and continue to improve the quality of water supply in rural areas.

Li Guibao, a senior engineer of the Chinese Society of Water Resources, believes that rural water supply is the bottom line task of consolidating and expanding the achievements of poverty alleviation and an important guarantee for comprehensively promoting rural revitalization. In the "14th Five-Year Plan" and even longer period, the rural water supply security project will continue to be implemented.

According to the work plan of the Ministry of Water Resources, the fourth quarter will be full speed up the construction of the project, as much as possible to form a physical workload, to ensure that the annual investment in water conservancy construction exceeds 1 trillion yuan.
