The heavy snowfall area in North China overlaps with the Huanghuai heavy snowfall area, and the snowfall amount has a certain extreme, which will adversely affect the safety of agricultural production and the stable price and supply of agricultural products in winter. In this regard, the Ministry of Agriculture and rural areas attaches great importance to the emergency deployment of prevention work, requiring agricultural and rural departments at all levels to base themselves on disaster resistance and harvest, take the initiative, and respond scientifically to ensure the stable development of agricultural production in winter.

Strengthen the implementation of responsibilities. The weather process covers a wide range, the temperature drop is large, and the local rain and snow amount is large, which may cause some long, late sowing weak seedlings of winter wheat and winter rape to be frozen, local old facilities are damaged, the growth of facilities vegetables, young livestock, aquatic products is affected, and the transportation of fresh agricultural products is blocked. Agricultural and rural departments at all levels must strengthen organizational leadership and responsibility with a sense of "always be at ease", pay close attention to possible disasters, implement policies in different areas, give precise and fine guidance, and effectively reduce the impact of disasters.

Strengthen monitoring and early warning. Pay close attention to weather changes, communicate and discuss with water conservancy, emergency management, meteorological and other departments in a timely manner, analyze and judge the impact of rain and snow on agricultural production, and put forward specific preventive measures. Through radio, television, mobile phone SMS, wechat and other ways, the early warning information and countermeasures will be notified to the main body of production in the first time, and the initiative to avoid disasters and scientific disaster prevention. Strengthen disaster monitoring and dispatching, early detection, accurate assessment, and timely reporting of disaster information and progress of disaster relief work.

Scientific and effective response. Organize experts to develop and improve scientific anti-freezing and anti-freezing technical plans, and send working groups and expert teams to guide the implementation of anti-freezing measures in the front line of production as needed. In northern China, we should strengthen the classification management of winter wheat, timely mechanical suppression of fields with prosperous growth and poor land preparation quality, and graded classification of winter irrigation for late sowing weak seedlings to buffer the impact of cooling. To strengthen vegetable greenhouses, livestock and poultry enclosures and aquaculture greenhouses (ponds) and other facilities, timely removal of snow, scientific control of temperature; Improve facilities vegetable fertilizer and water operation and disease and pest control; Implement the conservation of livestock and poultry, the anti-freezing of drinking water system, and appropriately increase the ratio of energy feed; Timely and harmless treatment of livestock and poultry killed by disasters; Raise the water level of the breeding pond, and transfer the cold-resistant breeding varieties to the warming shed (room). In the southern region, we should implement anti-stain and anti-freeze measures for rapeseed, open field vegetables and fruit trees, strengthen cultivation and soil cultivation, spray cold inducer and potassium dihydrogen phosphate on the leaf surface; Clear the soil moisture in time, drain the waterlogging and reduce the dampness, and reduce the impact of waterlogging. We will strengthen the distribution and transportation of seeds, fertilizers, forage fodder, vaccines and other production materials for disaster relief.

We should coordinate production and marketing. We will pay close attention to market trends, release supply and demand information in a timely manner, and guide farmers to harvest mature agricultural products in a timely manner to ensure market supply. For vegetable varieties that have the risk of being unmarketable and difficult to sell, we should do a good job of connecting production and marketing services to ensure that they can be collected, stored and sold. For areas that may be hindered by snowfall, it is necessary to appropriately increase the varieties and quantities of "vegetable basket" products in reserve, improve the main lists of emergency production, transportation and marketing in large and medium-sized cities, do a good job in advance of supply and demand connection, transport capacity reserve, formulate emergency access methods, design emergency transport routes, and do a good job in the distribution and transportation of short-growth vegetable seeds such as fast-growing leafy vegetables and sprouts. Arrange emergency vegetable production in advance to ensure a stable supply of vegetables. Strengthen coordination with relevant departments, smooth the "green channel", ensure that vegetables and other fresh agricultural products do not run out of stock, and ensure that the market price of agricultural products is basically stable.
